Who writes it

Insurance Rulebook is written and maintained by Daniel C. Swenson, a licensed Minnesota attorney and data nerd who builds sites that make public information usable, as a hobby. It is an educational publication in the self-help tradition: it explains how insurance is regulated and sold, cites its sources, and publishes numbers taken directly from public records anyone can check. It is not an insurer, not an agent, and not a law firm acting for you; nothing here is legal or financial advice about your situation, and reading this site does not create an attorney-client relationship. Why it exists

Every state insurance department publishes records about the companies it regulates: confirmed complaints, approved rate filings, market share tables, and more. The records are public, but they live in PDFs, spreadsheets, and state data portals that almost no shopper will ever open, and insurers have no reason to point them out. Meanwhile the sales side of the industry is loud and well funded. This site exists to even that up: the regulator's file on one side of the table, in readable form, before you renew or switch.

The rules the data pages follow

Every number cites the state source it came from. Complaint indexes are shown only with that state's own definition and are never compared across states, because the states compute them differently. Companies appear exactly as named in the state files. And no insurer, agent, or marketplace pays to appear in a table, to be omitted from one, or to be described a certain way.

How it makes money, stated plainly

Right now, it does not. There are no ads and no affiliate links on this site today. Sites in this family make money through disclosed referral links, and if a quote-referral program is ever added here it will be labeled where it appears, no company will pay to look better in the data tables, and the tables and text will not change because a partnership exists. The data pages are computed from public records and are never sold.

Corrections

If something here is wrong or out of date, email dan@mnbuddynetwork.com. Every data page names its source where the numbers appear, and the complaint pages explain each state's definitions, so anything on this site can be checked against its source.
